Siphon

Two ledgers on the same subject, from opposite directions. Ledger B (this build) tracks PRC export controls on critical materials — which are in force, which are suspended, and what happens when suspensions expire. Ledger A tracks US federal trade-secret and economic-espionage prosecutions with a documented PRC nexus, including outcomes. Ledger A pages are not in this build; see Methodology for scope.

Key finding as of 2026-08-20: Nearly every headline Chinese export control is suspended, not revoked — and the suspensions expire within three months. The gallium and rare-earth bans are suspended until November 2026. The military-end-use prohibition (Ann. 46, Clause 一) was never suspended. See the countdown →
